Generally, employers must report wages, tips and other compensation paid to an employee by filing the required form(s) to the IRS. You must also report on the taxes you deposit.

By January 31
•File Form 940, Employer’s Annual Federal Unemployment (FUTA) Tax Return. However, if you deposited all of the FUTA tax when due, you have 10 additional calendar days to file.
•File Form 943, Employer's Annual Federal Tax Return for Agricultural Employees if you paid wages to one or more farmworkers and the wages were subject to social security and Medicare taxes or federal income tax withholding under the $150 Test or the $2,500 Test.
•File Form 944, Employer’s Annual Federal Tax Return, for the previous calendar year instead of Form 941 if the IRS has notified you in writing to File Form 944.
•File Form 945, Annual Return of Withheld Federal Income Tax, to report any nonpayroll income tax withheld in the previous year. If you deposited all taxes when due, you have 10 additional calendar days to file. See Nonpayroll Income Tax Withholding under Reminders in Publication 15 for more information.
•File Form W-2, Wage and Tax Statement to report wages, tips and other compensation paid to an employee.

43% of Americans won't pay federal income taxes

A little more than 43% of U.S. households -- or 70 million homes - will end up owing no federal income taxes for 2013. CNNMoney reports, citing a new report from the Tax Policy Center.

The households with zero income tax liability are not evenly distributed across income groups. The majority this year -- nearly 67% -- have incomes below $30,000.

"Many people who pay no income tax simply have too little income to owe tax. The rest benefit from the tax code's many preferences -- exclusions, deductions, exemptions, and credits -- that zero out the tax they would otherwise pay," said Roberton Williams of the Tax Policy Center.

IRS published the new 2013 Form 941 on March 12. We released the new edition of 2013 ezPaycheck payroll tax software last night with the updates on 2013 Form 941 (Employer’s QUARTERLY Federal Tax Return). The main changes on new Form 941 include:

- Social Security Tax: The employee tax rate for social security is 6.2%. Previously, the employee tax rate for social security was 4.2%. The employer tax rate for social security remains unchanged at 6.2%. The social security wage base limit is $113,700

- Additional Medicare Tax Withholding: In addition to withholding Medicare tax at 1.45%, employer must withhold a 0.9% Additional Medicare Tax from wages employer pays to an employee in excess of $200,000 in a calendar year.

ezPaycheck payroll software is very flexible. With ezPaycheck, user can easily add a new deduction to handle SDI Tax, IRA plan, Garnishment, Donation, Dependent Care, Flexible Account or other local taxes.

 

Here are the steps on how to add a SDI Tax:

  • Step 1: Add a new deduction

1. Start ezPaycheck, click the left menu “Company Settings->Deductions” to  open Company Deduction Setup screen.

2. Check one Customized deduction item, then clicked the button behind it to open  Deduction Details sceen. 

3. Input the new name "SDI" for the Description field. 

4. If this is a deduction by percent,  you can check "Deduction in percentage of wage" option box and enter the value. Otherwise, leave it unchecked.

You also need to enter the uplimit for this deduction.

IRS announces income tax changes for 2012

 

·         The Temporary Payroll Tax Cut Continuation Act of 2011 temporarily extends the two percentage point payroll tax cut for employees, continuing the reduction of their Social Security tax withholding rate from 6.2 percent to 4.2 percent of wages paid through Feb. 29, 2012. The employer tax rate for social security remains unchanged at 6.2%.

 

·         The tax rate for social security is 6.2% each for the employee and employer. (It was 4.2% for employee in Year 2011)

 

·         The social security wage base limit is $110,100. (It was $106,800.00 in Year 2011)

 

·         Personal and dependent exemptions: $3800 (It was $3,700 in Year 2011)

 

·         An increase in tax-bracket thresholds

 

The IRS asks that employers should implement the new payroll tax rate as soon as possible in 2012 but not later than Jan. 31, 2012.

What Is New with 2012 Social Security Tax

Nearly 160 million workers will benefit from the extension of the reduced payroll tax rate that has been in effect for 2011. IRS required that employers should implement the new payroll tax rate as soon as possible in 2012 but not later than Jan. 31, 2012.

 

Following are the instructions from Notice 1036

 

The employee tax rate for social security is 4.2% on wages paid and tips received before March 1, 2012. The employee tax rate for social security increases to 6.2% on wages paid and tips received after February 29, 2012. The employer tax rate for social security remains unchanged at 6.2%. The social security wage base limit is $110,100. The Medicare tax rate is 1.45% each for the employee and employer, unchanged from 2011. There is no wage base limit for Medicare tax.

 

Employers should implement the 4.2% employee social security tax rate as soon as possible, but not later than January 31, 2012. After implementing the 4.2% rate, employers should make an offsetting adjustment in a subsequent pay period to correct any overwithholding of social security tax as soon as possible, but not later than March 31, 2012.

What’s New

 

FUTA tax rate. The FUTA tax rate was 6.2% from January 1, 2011, through June 30, 2011 (quarters 1 and 2), and decreased to 6.0% July 1, 2011, through December 31, 2011 (quarters 3 and 4).

 

Electronic deposit requirement. You must deposit all depository taxes (such as employment tax, excise tax, and corporate income tax) electronically using the Electronic Federal Tax Payment System (EFTPS).For more information about EFTPS or to enroll in EFTPS, visit the EFTPS website at www.eftps.gov, or call 1-800-555-4477. You can also get Pub. 966, The Secure Way to Pay Your Federal Taxes.

 

Credit reduction state. A state that has not repaid money it borrowed from the federal government to pay unemployment benefits is a “credit reduction state.” The Department of Labor determines these states. If an employer pays wages that are subject to the unemployment tax laws of a credit reduction state, that employer must pay additional federal unemployment tax when filing its Form 940.

 

Change of address. Beginning in 2012, employers must use new Form 8822-B, Change of Address—Business, for any address change.

 

 

 

Due Date: 

The due date for filing Form 940 for 2011 is January 31, 2012. However, if you deposited all your FUTA tax when it was due, you may file Form 940 by February 10, 2012.

How to enter YTD payroll data?

YTD means Year-to-date. It is a period from the beginning of the current year, and continues up to the present day. The YTD information on the check stubs will update automatically each time you add a new paycheck.

 

This YTD entry feature is for users who start ezPaycheck in mid-year. (If you start ezPaycheck from Jan 1, you do not need to enter YTD manually.)

 

For example, company ABC handles paychecks for employee Ryan Smith manually from 1/1/2011 to 6/30/2011. They plan to use ezPaycheck from 7/1/2011-7/15/2011 pay period. So instead of entering the old checks one by one, they can enter the YTD summary data here.

 

You should add the YTD data first before you generate a new paycheck. So you can see the correct YTD data on paycheck stubs.

How to restore payroll data?

The new data back-up/restore feature in ezPaycheck payroll software securely protects payroll data against loss in event of virus or hard-disk crash. Followings are the steps to restore your data from USB disk, CD or other folder.

1. Start ezPaycheck, then click the top menu "Company->Restore company" to open the Database Restore screen.

Reporting Tip Income - Restaurant Tax Tips

Tips your employees receive from customers are generally subject to withholding. Employees are required to claim all tip income received. This includes tips you paid over to the employee for charge customers and tips the employee received directly from customers.

Employee Requirements

Employees must report tip income on Form 4070, Employee's Report of Tips to Employer, (PDF) or on a similar statement. This report is due on the 10th day of the month after the month the tips are received. This statement must be signed by the employee and must show the following:

  • The employee's name, address, and SSN.
  • Your name and address.
  • The month or period the report covers.
  • The total tips received.

No report is required from an employee for months when tips are less than $20.

Both Forms 4070 and 4070-A, Employee's Daily Record of Tips, (PDF) are included in Publication 1244, Employee's Daily Record of Tips and Report to Employer. (PDF)

Employer Requirements

Employers must collect income tax, employee social security tax and employee Medicare tax on tips reported by employees. You can collect these taxes from an employee's wages or from other funds he or she makes available.

Allocation of Tips

As an employer, you must ensure that the total tip income reported to you during any pay period is, at a minimum, equal to 8% of your total receipts for that period.

In calculating 8% of total receipts, you do not include nonallocable receipts. Nonallocable receipts are defined as receipts for carry out sales and receipts with a service charge added of 10% or more.

When the total reported to you is less than 8%, you must allocate the difference between the actual tip income reported and 8% of gross receipts. There are three methods for allocating tip income:

  • Gross Receipt Method
  • Hours Worked Method
  • Good Faith Agreement

Employers can request a lower rate (but not lower than 2%) for tip allocation purposes by submitting an application to the IRS. Detailed instructions for computing allocation of tips, reporting allocated tips to employees, and for requesting a lower rate can be found in theInstructions for Form 8027. (PDF)

Note: The amount shown as allocated tip income is for information purposes only. You are not required to withhold Income or Social Security taxes on the allocated tip income. The amount of tip income allocated to each employee is shown in box 8 of their Form W-2.

Tip Reporting Requirements for Employers

Employers who operate large food or beverage establishments must file Form 8027, Employer’s Annual Information Return of Tip Income and Allocated Tips (PDF) to report employee tip income. A large food or beverage establishment is defined as business where all of the following apply:

  • Food or beverage is provided for consumption on the premises
  • Tipping is a customary practice
  • More than 10 employees, who work more than 80 hours, were normally employed on a typical business day during the preceding calendar year.

Here are the steps on how to add a new payroll deduction:

 

  • Add a new deduction

 

1. Start ezPaycheck, click the left menu “Company Settings->Deductions” to  open Company Deduction Setup screen.

 

2. Check one Customized deduction item, then clicked the button behind it to open  Deduction Details sceen. 

 

3. Input the new name My_dedution. 

 

4. If this is a deduction by percent,  you can check "Deduction in percentage of wage" option box. Otherwise, leave it unchecked

 

5. Check other tax options 

 

6. Click the "Save" button and closed Deduction details page. 

 

7. Click "save" button on Company Deduction Setup form to update the database.
